If you're certifying custom standing orders instead of adopting the model (section 3, Industrial Relations Code, 2020 / erstwhile Industrial Employment (Standing Orders) Act, 1946)
5 copies of the draft standing orders must be submitted to the Certifying Officer, along with a Statement of Workmen Particulars employed, within 6 months of the Chapter becoming applicable to your establishment.
Where a registered trade union exists: the Certifying Officer serves the union a notice inviting objections within 15 days, then hears all parties before certifying.
Where no union exists: the Certifying Officer conducts an election of 3 worker representatives, then follows the same 15-day objection and hearing process with those representatives instead.
Certified copies are sent to both sides within 7 days; the orders take effect 30 days after that. Either side may appeal within 30 days of certification.

Why adopting the Model Standing Orders (instead of drafting your own) is the fast path
Under section 29(1) of the Industrial Relations Code, 2020, an employer may simply adopt the Central Government's Model Standing Orders as-is — no separate certification process is required.
All that's needed is to inform the certifying officer electronically of the date of adoption (paragraph 26/27 of each Schedule) — the letter below does exactly that.
A copy must then be exhibited on the notice board / HR portal (paragraph 28) — print the full-text document below for that purpose.
The generated Schedule text must match the gazette word-for-word to count as a valid adoption of the Central Government's model. Do not edit the clause wording after printing — if your establishment needs different terms, that becomes a custom standing order requiring full certification instead of simple adoption, which this tool does not cover.
