A certificate of wages goes to a bank, a consulate, a landlord or a court — it is a representation by the employer to a third party, not an internal record. So this one checks its own arithmetic, states what it was drawn from, and refuses to certify a period the employee was not employed in or a period whose wages have not been paid yet.
